Richard I. Feldman
President and CEO

Mr. Feldman is a recognized leader and innovator in behavioral healthcare. During his career he has worked with over 200 hospitals and healthcare systems to identify behavioral health service lines that meet both the community and business missions of the organization, including the population health strategy that integrates behavioral health with primary care.

Mr. Feldman joined Diamond in 2014 as Executive Vice President for Business Development.  He holds a Master of Business Administration from The University of Pittsburgh, a Master of Social Work from Temple University and a Bachelor of Arts in International Affairs from The George Washington University.


James M. Stevenson, MD
Chief Medical Officer

Dr. Stevenson served as Professor and Chair, West Virginia School of Medicine, Department of Behavioral Medicine and Psychiatry, for 35 years, the longest-standing such tenure for a school of medicine in the United States. He is a Fellow of the American Psychiatric Association and was named an Exemplary Psychiatrist by the National Alliance for the Mentally Ill.

Dr. Stevenson is the author or co-author of numerous books, chapters and professional publications, and has served as Principal Investigator for federally funded and private research studies and clinical trials.

Chief Ethics and Compliance Officer

Ms. Stewart has extensive experience in healthcare compliance, regulatory standards, audits and compliance program implementation. During her tenure as Assistant Vice President, Hospital Compliance for MedStar Health, she was responsible for the implementation and oversight of MedStar’s compliance and privacy programs for the organization’s acute care hospitals and the MedStar Health Research Institute.

Ms. Stewart holds a Juris Doctorate from Oklahoma City University School of Law, a Master of Business Administration with a concentration in Health Services Management from Oklahoma Christian University and a Bachelor of Arts from James Madison University. She is also Certified in Healthcare Compliance (CHC) and Certified in Healthcare Research Compliance (CHRC) from the Health Care Compliance Association.

William A. Carpenter
Executive Vice President and Chief Financial Officer

Mr. Carpenter's healthcare financial management experience spans both investor owned and not-for-profit healthcare systems, including a long tenure as Senior Vice President-Chief Financial Officer of Sentara Obici Health System.

Mr. Carpenter is a Certified Public Accountant, received his Master of Business Administration in Accounting from Tulane Graduate School of Business, and holds a Bachelor degree in Mathematics from Vanderbilt University.

Richard V. Woodard
Executive Vice President Operations

Mr. Woodard has served as CEO of three psychiatric hospitals and as group administrator for Virginia Charter Medical Corporation. He also was CEO of Charter Westbrook Hospital, a 198-bed psychiatric hospital in Richmond, Virginia. Mr. Woodard's expertise is in the development and management of psychiatric and substance abuse programs.

He holds a Master of Business Administration from Wake Forest University and Bachelor in Economics from Guilford College. He has held offices in The National Association of Private Psychiatric Hospitals and the Hospital Associations of Virginia and North Carolina. He served as chairman of the public relations committee for the NAPPH, chairman of the VHA Mental Health Council and served on the Board of Directors of the Virginia Hospital Association.

Sheila Butler
Chief Human Resources Officer

Ms. Butler is an experienced Human Resources executive and a recognized professional in the field of organizational development, predominantly in strategic planning and employee relations. Her human resources experience encompasses numerous leadership roles in a variety of industries including healthcare, banking, communications, marketing and utilities. She is highly proficient in developing and implementing retention strategies, researching and implementing human resource information systems, managing employee relations, and creating performance management and measurement systems.  

Ms. Butler holds a Master of Science in Human Resources Development from The George Washington University and Bachelor of Science in Business Administration and Organizational Development from St. Paul’s University. She is a member of the Society for Human Resource Management (SHRM). 


Deena Tampi
Executive Vice President, Clinical Services

Ms. Tampi is an accomplished leader with significant experience in strategic planning, operations, clinical services, fiscal management and program development. She was most recently the Regional Director, Behavioral Health Services for Mercy Health in Lorain County, OH. Prior to that, she served as  Executive Director, Behavioral Health Services, at Saint Francis Hospital and Medical Center, Hartford, CT. 

Ms. Tampi earned her nursing degree from the College of Mount Saint Vincent, New York. She obtained her MSN and MBA from the University of Phoenix. Among many honors, she is the recipient of the 2010 Nightingale Award for Excellence in Nursing Leadership, the co-editor of two text books and numerous publications in the area of geriatric behavioral health, and is a reviewer for Annals of Clinical Psychiatry.  Ms. Tampi is on the Board of Directors for the American Association for Geriatric Psychiatry.
